The Ministry is organised into eight operational departments, each responsible for a defined area of agricultural development and administration across Enugu State.
Drives evidence-based policy by collecting and maintaining up-to-date statistics on crop yields, livestock numbers, farmer populations, and food security indicators across all 17 LGAs. The department is responsible for agricultural surveys, programme planning, performance monitoring, and reporting on the Ministry's strategic goals.
Oversees the recruitment, welfare, training, and career management of all Ministry staff across headquarters and field offices statewide. The department ensures the Ministry's human resource structure supports its mandate, coordinates administrative operations, and manages internal communications and official correspondence.
Manages the Ministry's budget, financial planning, fund disbursement, and expenditure reporting. The department ensures all project funds — including donor-funded programmes such as FADAMA, APPEALS, and VCDP — are properly accounted for, audited, and transparently reported in compliance with Enugu State financial regulations.
Promotes livestock sector development through farmer training, improved breed distribution, pasture management, and animal husbandry advisory services. The department supports poultry, cattle, goat, pig, and small ruminant farmers across Enugu State to improve productivity, reduce losses, and increase household income from livestock enterprises.
Responsible for animal health management, disease surveillance, vaccination campaigns, and veterinary extension across the state. The department provides clinical services at government veterinary clinics, manages animal disease outbreak response, and administers dog health and licensing programmes to safeguard both livestock and public health.
Delivers crop production extension services to farmers across all 17 LGAs, covering pest and disease control, seed multiplication and distribution, farmer training, and agricultural publicity. The department bridges the gap between research and the smallholder farmer through its network of field extension officers deployed to every local government area.
Handles the design, construction, and maintenance of agricultural infrastructure statewide, including irrigation and drainage systems, farm access roads, storage facilities, and agro-processing structures. The department also manages land conservation works, soil fertility programmes, and mechanization support to reduce drudgery and increase farm productivity.
Promotes fish production, aquaculture development, and fisheries extension services across Enugu State. The department supports fish farmers with improved fingerlings, quality feed, pond management guidance, and market linkages — contributing to household nutrition, protein supply, and the growth of Enugu State's emerging blue economy.
